تبحث منظمة Action Against Hunger، وهي منظمة إنسانية دولية تأسست في عام 1979، عن مسؤول حماية ذو خبرة لدعم تنفيذ وتعزيز أنظمة الحماية على مستوى البلاد.
حول المنظمة:
Action Against Hunger منظمة غير حكومية وغير ربحية، تعمل على مكافحة الجوع والظروف الخطرة التي تهدد حياة الرجال والنساء والأطفال في أكثر من 46 دولة حول العالم. تضم المنظمة أكثر من 500 موظف أجنبي وحوالي 5000 موظف محلي يعملون في مجالات التغذية والصحة والأمن الغذائي والمياه والصرف الصحي.
في لبنان، تواصل الأزمة السورية خلق ضغوط سياسية واجتماعية واقتصادية، حيث يعيش أكثر من 1.5 مليون لاجئ في ظروف تزداد هشاشتها. ورغم التحديات، استمرت فرقنا في تقديم استجابات إنسانية عالية المستوى مع التركيز على التعاون مع المنظمات الأخرى وتعزيز العلاقات المؤسسية مع المانحين والسلطات المحلية.
المهام الرئيسية والمسؤوليات

تنفيذ أنظمة الحماية وتحسينها:
- دعم منسق الموارد البشرية في تطبيق أنظمة الحماية وتحديد جهات اتصال الحماية في القواعد المختلفة.
- التنسيق لنشر السياسات والإجراءات والموارد داخل المهمة.

تعزيز القدرات في الحماية:
- نشر تدريبات عبر المنصة الداخلية للمنظمة وتطوير مواد تدريبية جديدة للموظفين.

التنسيق مع الأقسام الأخرى:
- العمل مع الأقسام المختلفة في المنظمة لرسم خريطة لنظام الإحالة لضمان معالجة مخاوف الحماية بشكل صحيح.

مراجعة آليات الإبلاغ:
- مراجعة وتعديل آليات الإبلاغ في جميع القواعد وضمان فهمها من قبل الموظفين والأطراف الخارجية.

المساهمة في الوثائق والسياسات:
- صياغة سياسات الموارد البشرية والإجراءات التشغيلية القياسية باللغة الإنجليزية وتنسيق ترجمتها.

مهام أخرى:
- المساعدة في مهام الموارد البشرية مثل التوظيف وإدارة الأداء عند الحاجة.
المؤهلات والمهارات المطلوبة

المتطلبات الأساسية:
- اللغات: إجادة اللغة العربية بطلاقة واللغة الإنجليزية بمستوى جيد.
- التعليم: بكالوريوس في العمل الاجتماعي، الاتصالات، القانون، التعليم أو تخصص ذي صلة.
- الخبرة: بين سنتين إلى 3 سنوات من الخبرة في مجال ذي صلة.

- القدرة على تطوير مواد تدريبية فعّالة.
- مهارات تواصل قوية ودبلوماسية.
- التزام قوي بقيم المنظمة وسياسات الحماية.

Job Description
Action Against Hunger, an international humanitarian organization established in 1979, is seeking an experienced Safeguarding Officer to support the implementation and enhancement of safeguarding systems at the country level.
About the Organization:
Action Against Hunger is a non-profit, non-governmental organization working to combat hunger and life-threatening conditions affecting men, women, and children globally. With operations in over 46 countries, the organization focuses on nutrition, health, food security, water, and sanitation.
In Lebanon, the Syrian crisis continues to exert political, social, and economic pressures, leaving over 1.5 million refugees in vulnerable conditions. Despite these challenges, our teams have maintained high levels of humanitarian response, focusing on partnerships and institutional strengthening with donors and local authorities.
Key Responsibilities

Implement and Improve Safeguarding Systems:
- Support the HR Coordinator in implementing safeguarding systems and identifying focal persons at various bases.
- Coordinate the dissemination of safeguarding policies and resources.

Capacity Building:
- Disseminate online campus training materials and develop new training content.

Collaboration with Departments:
- Work with departments to map referral systems and ensure safeguarding concerns are addressed appropriately.

Review Reporting Mechanisms:
- Revise reporting mechanisms across all bases and ensure they are well-communicated and understood.

Policy Development:
- Draft HR policies and SOPs in English and coordinate translations.

Other Tasks:
- Assist with recruitment, performance management, or other HR-related tasks as needed.
Qualifications and Skills

Mandatory Requirements:
- Languages: Fluency in Arabic and a good level of English.
- Education: Bachelor’s degree in Social Work, Communications, Law, Education, or a related field.
- Experience: 2 to 3 years of relevant experience.

- Ability to develop effective training materials.
- Strong communication and diplomacy skills.
- Commitment to the organization’s values and safeguarding policies.
