وصف الوظيفة:
تسعى جمعية السبيل من خلال مبادرتها “بالفنون والرياضة نلتقي ونرتقي” إلى تعزيز الصحة النفسية، والتماسك الاجتماعي، والحوار بين الثقافات عبر الأنشطة الفنية والرياضية في مختلف أنحاء لبنان. سيتم تنفيذ هذا المشروع ضمن إطار مشروع دعم الخدمات الميدانية للشرق الأوسط، الذي تنفذه Cowater International وتمويله من قبل الشؤون العالمية في كندا.

يلعب مسؤول الرصد والتقييم دورًا محوريًا في ضمان فعالية متابعة وتقييم الأنشطة والنتائج والأثر للمشروع بما يتماشى مع أهداف المشروع.

المسؤوليات الرئيسية:

1. إطار الرصد والتقييم:

   • تطوير وتنفيذ خطة رصد وتقييم شاملة تتماشى مع الإطار المنطقي للمشروع.
   • تصميم الأدوات والقوالب لجمع البيانات، المتابعة، والتقارير.

2. جمع البيانات والتحليل:

   • تنسيق جمع البيانات من المواقع المختلفة للمشروع، وضمان دقتها وكمالها.
   • تحليل البيانات الكمية والنوعية لقياس أداء المشروع ضد المؤشرات المحددة.

3. إعداد التقارير:

   • إعداد تقارير شهرية، منتصف المدة، ونهائية تلخص التقدم والتحديات والتوصيات.
   • التعاون مع منسق المشروع لتوفير رؤى مبنية على الأدلة من أجل اتخاذ القرارات.

4. بناء القدرات:

   • تدريب فريق المشروع والشركاء على أدوات وأساليب الرصد والتقييم.
   • التأكد من فهم الأطراف المعنية لأهمية الرصد والمساءلة.

5. التفاعل مع الأطراف المعنية:

   • التنسيق مع الشركاء، المستفيدين، والمقيمين الخارجيين لتبادل البيانات والتحقق منها.
   • تقديم التحديثات المنتظمة للمانحين والأطراف المعنية حسب الحاجة.

6. التقييم:

   • إجراء تقييمات أساسية، وسطية، ونهائية لتقييم نتائج المشروع وآثاره.
   • جمع الدروس المستفادة وأفضل الممارسات لتطبيقها في المشاريع المستقبلية.

المؤهلات والخبرة:

• بكالوريوس في العلوم الاجتماعية، دراسات التنمية، أو مجال ذي صلة.
• خبرة لا تقل عن 3 سنوات في الرصد والتقييم ضمن مشاريع تنموية.
• خبرة مثبتة في استخدام أطر الرصد والتقييم، الأدوات والمنهجيات.
• مهارات قوية في التحليل وإعداد التقارير.
• إلمام باستخدام برامج تحليل البيانات مثل Excel، SPSS، أو ما شابه.
• مهارات تواصل بين شخصية قوية.
• الطلاقة في اللغة العربية والإنجليزية (كتابة وشفويًا).

شروط العمل:

• وظيفة بدوام جزئي مع ساعات عمل مرنة.
• سفر متكرر إلى مواقع المشاريع في بيروت، البقاع، وجبل لبنان.
• الدفع يتم بناءً على معدل يومي قدره 52 دولارًا أمريكيًا لعدد 75 يوم عمل على مدار 14 شهرًا.

Job Description:
Assabil Association, through its initiative “By Arts and Sports We Meet and Elevate,” aims to enhance mental health, social cohesion, and intercultural dialogue through artistic and sports activities across Lebanon. This project will be implemented as part of the Field Support Services Project for the Middle East, executed by Cowater International and funded by Global Affairs Canada.

The M&E Officer will play a crucial role in ensuring the effective monitoring and evaluation of project activities, outcomes, and impacts in alignment with the project goals.

Key Responsibilities:

1. Monitoring and Evaluation Framework:

   • Develop and implement a comprehensive M&E plan aligned with the project’s logical framework.
   • Design tools and templates for data collection, monitoring, and reporting.

2. Data Collection and Analysis:

   • Coordinate data collection from project sites, ensuring accuracy and completeness.
   • Analyze quantitative and qualitative data to measure project performance against indicators.

3. Reporting:

   • Prepare monthly, mid-term, and final M&E reports summarizing progress, challenges, and recommendations.
   • Collaborate with the Project Coordinator to provide evidence-based insights for decision-making.

4. Capacity Building:

   • Train project staff and partners on M&E tools and methodologies.
   • Ensure stakeholders understand the importance of monitoring and accountability.

5. Stakeholder Engagement:

   • Liaise with partners, beneficiaries, and external evaluators for effective data exchange and validation.
   • Provide regular updates to donors and stakeholders as required.

6. Evaluation:

   • Conduct baseline, midline, and endline evaluations to assess project outcomes and impacts.
   • Compile lessons learned and best practices for future projects.

Qualifications and Experience:

• Bachelor's degree in Social Sciences, Development Studies, or a related field.
• At least 3 years of experience in monitoring and evaluation within development projects.
• Proven experience with M&E frameworks, tools, and methodologies.
• Strong analytical and reporting skills.
• Proficiency in data analysis software (e.g., Excel, SPSS, or similar).
• Excellent communication and interpersonal skills.
• Fluency in English and Arabic (written and spoken).

Work Conditions:

• Part-time position with flexible working hours.
• Frequent travel to project sites in Beirut, Beqaa, and Mount Lebanon.
• Payment based on daily rate of $52 for 75 working days over 14 months.
