الوصف الوظيفي:
مسؤول الرصد والتقييم والمساءلة والتعلم (Officer – MEAL) سيكون مسؤولاً عن جميع الأنشطة المتعلقة بجمع البيانات، وتحليلها، ودعم الأنشطة التعليمية لضمان المساءلة والكفاءة من بداية المشاريع وحتى نهايتها. سيعمل المسؤول عن الرصد والتقييم عن كثب مع فرق البرامج لتقييم الظروف الميدانية، ودعم المبادرات الخاصة ببناء القدرات، وتسهيل جمع البيانات ذات الجودة العالية.
المهام الرئيسية:
- إجراء متابعة لأداء المشاريع من خلال متابعة الأهداف والإنجازات.
- تقييم والتقرير عن جميع المخاطر والتحديات التي يتم مواجهتها أثناء تنفيذ البرامج.
- تقديم التغذية الراجعة منسقي المشاريع حول استراتيجيات وأنشطة المشروع.
- جمع البيانات اللازمة لدعم عملية الرصد الموقعي.
- التوصية بالتحسينات المتعلقة بمكونات الإطار المنطقي وتقييم ملاءمة وقابلية تنفيذ المؤشرات ووسائل التحقق المستخدمة.
- المساهمة في وضع خطط الرصد والتقييم والمساءلة والتعلم (MEAL) للمشاريع.
- دعم وحدة الرصد والتقييم والمساءلة والتعلم في تطوير الأدوات اللازمة لذلك.
- استخدام الأدوات الكمية والنوعية لجمع البيانات اللازمة من الميدان.
- المساهمة في إعداد استبيانات رضا العملاء.
- المشاركة في كتابة تقارير التقييم الفصلي والنهائي للمشاريع.
- متابعة جودة البيانات المبلغ عنها من الميدان/المراكز الإقليمية وتقديم التوصيات لتحسينها.
- المساهمة في تطوير أنظمة التقرير المستخدمة لخدمة البرامج.
- دعم منسقي المشاريع في جمع البيانات وتقديم التقارير إلى المانحين.
- تحديد العقبات في الإجراءات أو الممارسات أو الأنشطة وتقديم التوصيات للتحسين.
- المساهمة في وضع مؤشرات الأداء الرئيسية لأقسام ووحدات كاريتاس.
- دعم وحدة الرصد والتقييم والمساءلة والتعلم في إجراء التحقيقات اللازمة للإبلاغ عن الحالات الحساسة.
- أداء المهام الأخرى التي تطلبها الإدارة.

- مهارات تقنية ممتازة في البحث الاجتماعي وتقييم أداء البرامج.
- مهارات ممتازة في التحليل الكمي والنوعي.
- خبرة واسعة في تطوير الإطارات المنطقية/إطارات النتائج وتحديد مؤشرات الأداء المناسبة.
- مهارات قوية في التواصل والتيسير والقدرة على إقامة علاقات عمل جيدة مع الزملاء والشركاء في بيئة حساسة.
- القدرة على تدريب وبناء قدرات الآخرين.
- مهارات تنظيمية قوية.
- مهارات كتابة وتحليل بيانات ممتازة.
- القدرة على إجراء زيارات ميدانية منتظمة والتفاعل مع مختلف الأطراف المعنية.

المؤهلات الأكاديمية:
- درجة الماجستير في الصحة العامة، العلوم الاجتماعية، الإحصاء، التنمية أو مجال ذي صلة.
الخبرة والمعرفة:
- من 3 إلى 5 سنوات من الخبرة العملية ذات الصلة.
- خبرة في عمليات التخطيط، وإدارة الأداء، والرصد والتقييم، وبناء القدرات في المنظمات الحكومية أو الدولية الكبيرة.

Job Description:
The Monitoring, Evaluation, Accountability, and Learning Officer (MEAL Officer) is responsible for all data collection, analysis, and learning activities to ensure accountability and efficiency across all programs and projects. The MEAL Officer will work closely with program teams to assess field conditions, support capacity-building initiatives, and facilitate the collection of high-quality data.
Key Responsibilities:
- Conduct performance monitoring for projects by tracking targets and achievements.
- Assess and report all risks and challenges faced during project implementation.
- Provide feedback to Project Coordinators on project strategies and activities.
- Collect necessary data to support situational monitoring processes.
- Recommend improvements to components of the logical framework and assess the suitability and feasibility of indicators and means of verification.
- Contribute to establishing MEAL plans for projects.
- Support the MEAL unit in creating necessary M&E tools.
- Use both quantitative and qualitative methods to collect data from the field.
- Contribute to writing client satisfaction surveys.
- Assist in writing quarterly and final evaluation reports for projects.
- Follow up on the quality of data reported from the field/regional centers and provide recommendations for improvement.
- Contribute to the development of reporting systems serving the programs.
- Support Project Coordinators in collecting and reporting data to donors.
- Identify bottlenecks in procedures or activities and recommend improvements.
- Contribute to setting Key Performance Indicators (KPIs) for Caritas departments and units.
- Support the MEAL unit in conducting investigations for reporting sensitive cases.
- Perform other duties as required.
Required Skills:
Professional Skills:
- Excellent technical skills in socio-economic research and program performance assessment.
- Proficiency in both quantitative and qualitative data analysis.
- Extensive experience in developing logical frameworks/results frameworks and identifying appropriate performance indicators.
- Strong communication and facilitation skills, with the ability to build good working relationships with colleagues and partners in a sensitive environment.
- Ability to train and build the capacity of others.
- Strong organizational skills.
- Excellent writing and data analysis skills.
- Ability to undertake regular field visits and interact with diverse stakeholders.
- Excellent command of written English and French.
Computer Skills:
- Proficiency in Microsoft Office.
Academic Qualifications:
- Master's Degree in Public Health, Social Science, Statistics, Development, or a related field.
Experience & Knowledge:
- 3 to 5 years of relevant work experience.
- Experience in planning, performance management, monitoring and evaluation, and capacity-building in large governmental or international organizations.
