وصف الوظيفة:

تسعى مؤسسة عامل الدولية لتوظيف منسق ميداني تعليمي ضمن برنامج استجابة الأزمات، ليكون مسؤولًا عن تنفيذ مشروع “توفير خدمات صحية وتعليمية وحماية مناسبة وشاملة للأشخاص النازحين والمجتمعات المضيفة في لبنان”، وذلك في محافظات بيروت، جبل لبنان، البقاع، بعلبك/الهرمل، وجنوب لبنان.

المنسق الميداني سيعمل تحت إشراف منسق المشروع وبالتنسيق مع قسم التعليم وزملائه في مختلف القطاعات. سيتم تحديد مكان العمل في مدينة صور في منطقة الجنوب.

المسؤوليات الرئيسية:

1. التنسيق الداخلي:

   • المشاركة في اجتماعات الفريق الأسبوعية لمؤسسة عامل الدولية.
   • تقديم تحديثات وإبلاغ بالاتجاهات الاستراتيجية لأقسام أخرى ضمن المؤسسة.
   • متابعة التحديثات السياقية والمشاركة في الاجتماعات ذات الصلة بالاستراتيجية التعليمية.

2. التعاون والشبكات:

   • الحفاظ على علاقات الشراكة من خلال الاجتماعات المستمرة والتنسيق الميداني.
   • العمل مع جميع الأطراف المعنية لضمان سير العمليات في مختلف مناطق التدخل.
   • المشاركة في الاجتماعات التنسيقية الإقليمية والعمل مع السلطات المحلية لتنسيق الأنشطة.

3. تنفيذ المشاريع:

   • ضمان أن الأنشطة تُنفذ وفقًا للأهداف المحددة في المناطق المستهدفة.
   • التنسيق بين فرق العمل المختلفة لضمان التفاعل الفعّال.
   • مراقبة تنفيذ الأنشطة والتأكد من تطبيق معايير الصحة والسلامة.

4. معايير الجودة:

   • تطبيق أفضل الممارسات الدولية والسياسات المعتمدة في البرامج التعليمية.
   • التأكد من أن الفرق الميدانية على دراية بكافة خدمات الإحالة المتاحة.
   • تنظيم تقييمات الأداء وتحديد فجوات التدريب لضمان تقديم أفضل الخدمات.

5. المراقبة والتقييم / التقرير:

   • التأكد من أن فرق العمل على دراية بخطط المراقبة والتقييم.
   • توفير تقارير منتظمة عن تقدم تنفيذ الأنشطة.
   • التأكد من جمع البيانات وفقًا للمخططات المحددة ومشاركة الاقتراحات لتحسين أساليب المراقبة والتقييم.

المؤهلات والمتطلبات:

• شهادة جامعية في التعليم، إدارة الأعمال أو أي مجال ذي صلة.
• خبرة عملية لا تقل عن 3 سنوات في القطاع الإنساني، ويفضل في قطاع التعليم.
• معرفة قوية بنظام التعليم اللبناني وتنظيم التعليم غير الرسمي.
• مهارات تواصل قوية وقدرة على العمل مع فرق متعددة ومع أصحاب المصلحة.
• إتقان اللغتين العربية والإنجليزية (محادثة وكتابة).
• رخصة قيادة ويفضل امتلاك سيارة.
• خبرة في جمع وتحليل البيانات باستخدام Microsoft Office.
• الالتزام بالقيم الإنسانية الرئيسية وحساسية ثقافية في العمل.

Job Description:

Amel International Association is seeking an Education Field Coordinator under the crisis response program, responsible for implementing the project “Provide appropriate and inclusive health, education, and protection services for displaced persons and host communities in Lebanon” across the governorates of Beirut, Mount Lebanon, Bekaa, Baalbek/Hermel, and South Lebanon. The Field Coordinator will work closely with the Education team and other relevant sectors and will be based in Tyre, South Lebanon.

Main Responsibilities:

1. Internal Coordination:

   • Participate in Amel’s weekly team meetings, share updates, and contribute to internal coordination.
   • Engage in regular meetings with the Education Department to design program strategies and prioritize action points.
   • Monitor contextual updates and engage in relevant coordination/information-sharing meetings to inform Amel’s Education Programs’ strategy.

2. Collaboration & Networking:

   • Maintain partnerships through continuous meetings and coordination with partners at the field level.
   • Engage with stakeholders and local communities to ensure smooth project operation in the areas of intervention.
   • Participate in regional coordination meetings and share minutes with the Education Department.
   • Report on security risks and coordinate activities with local authorities.

3. Project Implementation:

   • Ensure that project activities are implemented in line with the relevant outputs and outcomes.
   • Organize coordination between different project teams and collaborate to overcome challenges.
   • Support and oversee field teams through regular visits, ensuring smooth collaboration and productive working relationships.
   • Provide technical guidance and supervise logistical aspects of daily activity implementation.
   • Assist in procurement planning, purchasing of goods and services, and organizing the delivery of goods to beneficiaries.
   • Regularly update the project coordinator on implementation progress and contribute to work plans.

4. Quality Standards:

   • Ensure the application of recognized international best practices, Amel’s policies, and education program methodologies.
   • Ensure field teams understand the referral pathways and services provided by Amel and other stakeholders.
   • Assess performance and identify training needs to improve service quality.
   • Ensure accountability and collaborate with the Education Department on community mobilization tools.

5. Monitoring & Evaluation / Reporting:

   • Ensure that field teams are familiar with the M&E plans and responsibilities.
   • Develop systems for efficient data collection at the field level and share clarifications for better data analysis.
   • Write regular reports on project activities and document updates for internal and external use.
   • Ensure timely submission of project documents and data collection in accordance with the M&E plan.
   • Ensure plans are in place to evaluate project outcomes and share lessons learned.

Qualifications and Skills:

• University degree in education, management, or a related field.
• At least 3 years of experience in the humanitarian sector, preferably in education.
• Strong knowledge of the Lebanese education system and non-formal education regulations.
• Familiarity with Children’s Rights, Do No Harm, and Education in Emergencies standards.
• Strong communication skills and ability to collaborate with multiple stakeholders.
• Fluent in Arabic and English (both written and oral).
• Driving license and preferably own a car.
• Experience in data collection and analysis (Microsoft Office).
• Commitment to humanitarian values with cultural sensitivity.
