الوصف الوظيفي:

تبحث منظمة HAND عن مسؤول الرصد والتقييم والمساءلة والتعلم (MEAL Officer) للانضمام إلى فريقها المتخصص في تقديم الدعم للأطفال والشباب في لبنان. يتطلب هذا الدور شخصاً يمتلك خبرة في تطوير وتنفيذ أدوات وآليات الرصد والتقييم لضمان جودة البرامج التعليمية ومتابعة الأنشطة والنتائج الميدانية. ستعمل بشكل وثيق مع فرق العمل لضمان تحقيق الأهداف والمخرجات، مع الحرص على تحليل البيانات وتوفير تغذية راجعة مستمرة لتحسين الأداء.

المسؤوليات الرئيسية:

1. تطوير وتنفيذ آليات وأدوات الرصد والتقييم:

   • تصميم وتنفيذ أطر وأدوات وآليات فعالة لمراقبة أداء البرامج.
   • متابعة سير الأنشطة من خلال زيارات ميدانية منتظمة لضمان جودة البيانات.

2. تحليل البيانات وتقييم النتائج:

   • جمع وتنظيف وتحليل البيانات الكمية والنوعية لتقييم نتائج المشاريع.
   • متابعة التقدم المحرز مقابل مؤشرات المشروع وتقديم ملاحظات دورية لفرق البرامج.

3. إعداد وتوثيق التقارير:

   • الحفاظ على قواعد بيانات المشروع المحدثة وضمان توثيق عمليات الرصد والتقييم بشكل دقيق.
   • إعداد تقارير دورية (شهرية، ربع سنوية، سنوية) وفقاً للمعايير المطلوبة.

4. التأكد من فعالية آليات الشكاوى والتغذية الراجعة:

   • ضمان وجود آليات فعالة لتلقي الشكاوى والتغذية الراجعة من المستفيدين.
   • الحفاظ على سرية ونزاهة البيانات المتجمعة عبر قنوات التغذية الراجعة.

5. دعم التعلم المؤسسي:

   • توثيق الدروس المستفادة وأفضل الممارسات والقصص الناجحة لتحسين البرامج.
   • المساعدة في تنظيم ورش العمل والفعاليات التعليمية لموظفي المنظمة وأصحاب المصلحة.

6. التدريب وبناء القدرات:

   • تدريب فرق العمل على أدوات الرصد والتقييم، مناهج جمع البيانات، ومعايير التقارير.
   • تقديم الدعم الفني المستمر للفرق الميدانية لتعزيز قدراتهم في مجال الرصد والتقييم.

7. الامتثال للمتطلبات الداخلية والخارجية:

   • التأكد من الامتثال للمتطلبات الخاصة بالتقارير الداخلية والخارجية.

المؤهلات المطلوبة:

• درجة بكالوريوس في التعليم، إدارة المشاريع، أو مجال ذي صلة.
• خبرة من سنتين إلى 3 سنوات في مجال الرصد والتقييم، ويفضل في مجالات التعليم أو التنمية.
• إتقان اللغتين العربية و الإنجليزية.
• مهارات قوية في تحليل البيانات واستخدام أدوات الرصد والتقييم.
• قدرة على العمل ضمن فريق متعدد التخصصات والتفاعل مع مختلف أصحاب المصلحة.
• مهارات تواصل ممتازة باللغتين العربية والإنجليزية.

Job Description:

HAND Organization is seeking a MEAL Officer to join their team to support programs aimed at helping children and youth in Lebanon. This position requires someone with experience in developing and implementing effective monitoring and evaluation tools to ensure program quality and assess the impact of activities. You will work closely with program teams to monitor progress, track project outcomes, and provide continuous feedback to improve performance.

Key Responsibilities:

1. Develop and Implement Monitoring and Evaluation Systems:

   • Design and implement effective frameworks, tools, and systems for monitoring program performance.
   • Conduct regular field visits to monitor activities and ensure data quality.

2. Analyze Data and Assess Project Outcomes:

   • Collect, clean, and analyze both quantitative and qualitative data to assess project outcomes.
   • Track progress against project indicators and provide regular feedback to program teams.

3. Reporting and Documentation:

   • Maintain updated project databases and ensure proper documentation of M&E processes.
   • Prepare high-quality monthly, quarterly, and annual MEAL reports according to the required standards.

4. Ensure Effective Complaints and Feedback Mechanisms:

   • Ensure effective complaint and feedback mechanisms are in place for beneficiaries.
   • Maintain confidentiality and integrity of data collected through feedback channels.

5. Support Organizational Learning:

   • Document lessons learned, best practices, and success stories for program improvement.
   • Assist in organizing learning events and workshops for staff and stakeholders.

6. Capacity Building:

   • Train project staff on MEAL tools, data collection methodologies, and reporting standards.
   • Provide ongoing technical support to field teams to enhance their MEAL capacities.

7. Ensure Compliance with Reporting Requirements:

   • Ensure compliance with internal and external reporting requirements.

Qualifications Required:

• A Bachelor's degree in Education, Project Management, or a related field.
• 2-3 years of experience in Monitoring and Evaluation, preferably in education or development.
• Fluent in Arabic and English.
• Strong skills in data analysis and using monitoring and evaluation tools.
• Ability to work as part of a multidisciplinary team and interact with diverse stakeholders.
• Excellent communication skills in Arabic and English.
